About Stephen J. Ziegler, PhD, JD

Stephen J. Ziegler, PhD, JD, is an Associate Professor of Public Policy at Indiana University-Purdue University in Fort Wayne, Indiana. Trained as both a social scientist and attorney, Dr. Ziegler conducts research, provides continuing medical education, and consults on the topics of opioid risk management and the impact of drug regulation and enforcement on the treatment of pain.

He serves as a reviewer for several journals such as the Journal of Opioid Management, Pain Medicine, Cancer,and the Journal of Medical Ethics. He has published in a variety of peer-reviewed journals in the United States and Europe with scholarship appearing in Pain Medicine, Swiss Medical Weekly, Journal of Medical Regulation, Journal of Law, Medicine, and Ethics, and the BMJ (British Medical Journal).

Dr. Ziegler was a Mayday Pain Scholar in 2003, a research fellow at the Institute of Legal Medicine in Zurich, Switzerland in 2005, and became a Mayday Pain and Society Fellow in 2014. Dr. Ziegler has worked as an assistant prosecutor, defense attorney, and Pre-hearing attorney for the Michigan Court of Appeals. Prior to obtaining his law degree and PhD, Dr. Ziegler worked as a police detective and as a Task Force Officer for the federal Drug Enforcement Administration. Dr. Ziegler has given invited talks at the National Press Club in Washington, D.C., the World Institute of Pain in Barcelona, Spain, and at various regulatory and medical conferences throughout the United States.
